Fees collected at the register and tires delivered to processors are recorded in two different places by two different parties, and nothing joins them. Maverick makes the join a first-class record rather than an inference.

Those reviews questioned, among other things, whether companies paid under the program were actually recycling as many tires as they claimed. That is a reconciliation question, and it cannot be answered from fee receipts alone — it requires a custody record that follows the tire itself.

Maverick does not publish an estimate of uncollected fees. No such figure has been published, and inventing one would be the same error the audits identified. What it provides instead is the underlying record from which such a figure could be computed.

What the record structure guarantees

Evidence, not assertions

Append-only custody ledger

Fee sales, manifests, pickups, receipts and adjustments are inserted, never edited. Database triggers block updates and deletes outright; a correction is a new, attributed adjustment event that leaves the original in place.

Immutable report snapshots, SHA-256 hashed

Finalizing a monthly report freezes the payload, records the exact transaction IDs it was built from, and stores a content hash. A later change produces a new version with an explicit supersession trail, not a rewrite.

Per-lot chain reconstruction

For any tire count, the chain can be walked back: which sale collected the fee, which manifest carried it, which hauler acknowledged pickup, which processor confirmed the count, and which filing reported it.

Scoped read-only auditor role

An auditor is granted named sites and a named period with an expiry date. The grant is read-only, every view is logged, and it produces a complete audit packet for that site and period in one action.

We will pull one site and one period, produce the packet, and walk the chain from a register line to the processor's confirmed count.
